NUP retains Ssenyonyi, reshuffles parliamentary leadership in new Opposition lineup

The National Unity Platform (NUP) has maintained Joel Ssenyonyi as Leader of the Opposition in the Parliament of Uganda, reaffirming his role at the helm of the party’s parliamentary affairs as the 12th Parliament takes shape.
The decision, confirmed through internal opposition caucus arrangements, also introduces key changes in the party’s parliamentary leadership structure, with new appointments aimed at strengthening coordination and legislative strategy.
Ssenyonyi, who represents Nakawa West Constituency, will continue to lead the opposition bench in shaping responses to government policy, coordinating debate strategy, and presenting the opposition’s position on major national issues before the House.
Nambeshe joins parliamentary commission.
Manjiya County MP John Baptist Nambeshe has been appointed as a Parliamentary Commissioner representing the opposition. In this role, he will sit on the Parliamentary Commission, which is responsible for overseeing the administration and strategic direction of the Parliament of Uganda, including matters of budgeting, welfare, and institutional management.
Nambeshe, a senior figure within NUP’s parliamentary caucus, is expected to play a key role in ensuring the opposition’s voice is reflected in internal governance decisions of the legislature.
Mwiru named opposition chief whip
Jinja South East MP Paul Mwiru has been appointed Opposition Chief Whip, a position central to managing discipline within the opposition ranks. The Chief Whip is responsible for ensuring attendance, coordinating voting positions, and enforcing caucus decisions during parliamentary proceedings.
Mwiru’s appointment places him at the centre of opposition coordination as Parliament begins work on legislation expected to shape national policy over the coming session.
Opposition strategy in the new Parliament
The reshuffle comes as opposition parties adjust to the dynamics of the 12th Parliament, where they are expected to play a critical oversight role on government expenditure, governance reforms, and service delivery.
NUP’s decision to retain Ssenyonyi is seen as a move toward continuity in leadership, while the inclusion of Nambeshe and Mwiru reflects an effort to balance experience and organisational discipline within the opposition caucus.
The leadership team is expected to steer opposition engagement on key national debates, including the national budget, electoral reforms, and accountability in public institutions.
