President Yoweri Kaguta Museveni has made fresh adjustments to his proposed Cabinet line-up, introducing changes to two key government positions ahead of parliamentary approval.
The changes were announced Thursday in an official statement issued by the Presidential Press Unit at State House, which said the President had made “slight changes” to the Cabinet list earlier submitted to Parliament.
Under the revised appointments, Justine Kasule Lumumba has been named Minister of Information, Communications Technology and National Guidance, while Jane Ruth Aceng Ocero takes over as Government Chief Whip.
The development marks another significant shift in the shaping of President Museveni’s new administration as the government prepares for the next phase of parliamentary business under the 12th Parliament.

Lumumba’s appointment returns one of the ruling National Resistance Movement’s most experienced political figures to Cabinet. Having previously served in senior party leadership and government positions, she is expected to oversee government communication, ICT policy implementation and national guidance programs.
Her new ministry remains central to the government’s engagement with the media, digital transformation agenda and dissemination of official information.
On the other hand, Aceng’s appointment as Government Chief Whip places her in a strategic parliamentary coordination role. The office is responsible for mobilising government MPs, managing legislative business and ensuring support for government policies within Parliament.
Observers say the latest changes reflect President Museveni’s continued balancing of political experience and administrative coordination as he finalises the composition of his leadership team.
The revised Cabinet list is expected to be tabled before Parliament for vetting and approval in accordance with constitutional requirements before the appointed officials formally assume office.
