KAMPALA — Two Chinese nationals have been remanded to Luzira Prison over allegations that they cheated a Kampala casino out of Shs63 million using tricks while playing a baccarat machine.
Liu Min, 36, and Li Wenshuang, 40, appeared before Buganda Road Chief Magistrate Ritah Neumbe on Thursday but could not take plea because a Chinese interpreter was unavailable.
The court remanded them until November 6, 2026, when they are expected to return for plea-taking.
The accused face charges of cheating under Section 287 of the Penal Code Act and forging tickets under the Lotteries and Gaming Act.
Prosecution alleges that the pair fraudulently obtained Shs63 million from Punjig Casino, located at Imperial Royale Hotel in Kampala, on October 25, 2026.
They are accused of manipulating a baccarat game and forging tickets by swapping play cards using a card-changing device. Other accounts of the case have also cited the alleged use of electronic devices in the scheme. The two reportedly entered Uganda on tourist visas.
Senior State Attorney Joan Keko expressed concern over what she described as an emerging trend of foreign nationals allegedly entering Uganda on tourist visas and engaging in fraudulent activities targeting investors.
She warned that failure to address such conduct could undermine investor confidence in the country.
The allegations have not been proved in court, and both accused persons are presumed innocent until proven guilty.
The case returns to Buganda Road Chief Magistrate’s Court on November 6 for further proceedings.
