Parliament confirms not having Academic Documents to Ministers

The Parliament of Uganda has said it does not have the academic documents for a number of the vetted cabinet ministers.

This followed a recent request by renowned City Lawyer Male Mabirizi to access the academic documents of some of the appointed ministers including Prime Minister, Robinah Nabbanja. Mabirizi wrote to the Clerk of Parliament seeking to have the academic documents for Ministers to which the Clerk to Parliament, Henry Waiswa responded saying he doesn’t have the academic documents for some of the newly appointed ministers.

The Ministers in Mabirizi’s interest were Prime Minister Robinah Nabbanja, Kahinda Otafiire, Jeje Odongo, Tom Butime, Minsa Kabanda, Peter Ogwang, Joyce Nabbosa Ssebuggwawo, Charles Engola, Bright Rwamirama, Haruna Kasolo Kyeyune, Musa Ecweru, Persis Namuganza, Anifa Kawooya, Milly Babalanda and Aisha Sekindi.

Waiswa says Parliament is not in possession of the said documents because they do not have them in their records.

“I have taken steps to find the requested documents and unfortunately, parliament is not in possession of the said documents as they are not in our records within the meaning of section 4 and section 14 (1) ( c) (ii) of the act,” Waiswa wrote to Mabirizi.

“I am thus unable to provide the requested academic documents.”

However, Waiswa advised Mabirizi to appeal to the Speaker of Parliament in case he is not satisfied or file an application in court.

Recently, there have been reports indicating how some legislators did not have academic qualifications fulfilling their appointment as ministers.
