Minister Fredrick Gume Ngobi cautions commercial officers against Emyooga

The minister of state for cooperatives Fred Gume Ngobi has cautioned district commercial officers against meddling in the micromanagement of SACCOS and cooperatives which has resulted in allegations of mismanagement of the Emyooga program.

The state minister for cooperatives Fred Gume Ngobi has pitched camp in Eastern Uganda on a fact-finding mission and to streamline the gaps in the operationalization of the Emyoga program.

The minister has already visited several beneficiaries in Kapchorwa, Bulambuli, Sironko and Palisa.

Ngobi cautioned district commercial officers to stick to their legal mandate if they are to remain relevant to government objectives.

“All the information I know of is that ‘tulidde ssente z’abantu’, that’s why I am here to redeem your image,” he said.

The minister cautioned commercial officers against meddling in the day-to-day running of SACCOS and cooperatives under Emyooga adding that it is illegal.

“They are supposed in this program to register, they are supposed to audit, they are supposed to mentor and supposed to identify, and then help to develop them. But what I have found on the ground is that these commercial officers have jumped away from their role and gone ahead to dictate on SACCOs.”

Ngobi sighted the state takeover over Bugisu Cooperative Union that saw government pay heavily in damages. He adds that the commercial officers risk being held individually liable.

“The board members of Bugisu Cooperative sued the ministry for mismanaging their Union and in the process, we were charged 9 billion,”

The meddling according to Ngobi, is responsible for the widespread allegations of extortion from the beneficiaries of the Emyooga.

In response, the district authorities attributed the mishap to a lack of clear implementation guidelines.

During his state of the nation address on security, the head of state put commercial officers on the spot for the mismanagement of Emyooga.
