The Ugandan government is actively exploring the establishment of an artificial intelligence (AI) governance framework to drive innovation and economic growth. A decision on whether to implement a formal AI policy or a more adaptable, sector-specific framework is anticipated by the end of 2025.
Dr. Aminah Zawedde, Permanent Secretary at the Ministry of ICT and National Guidance, highlighted the government’s commitment to ensuring that AI technologies benefit various sectors while maintaining flexibility to adapt to the rapidly evolving technological landscape. She noted that developing a rigid policy might be time-consuming and could become outdated quickly, whereas a flexible framework could be more responsive to technological advancements.
The government’s deliberations involve engaging a broad spectrum of stakeholders, including researchers, academicians, and private sector representatives, to develop a model tailored to Uganda’s unique needs. Recognizing that AI applications extend beyond the ICT sector into areas such as health, agriculture, education, and tourism, the government emphasizes the necessity of cross-sector collaboration to ensure AI technologies serve the country’s diverse interests.
Ethical considerations and data governance are central to Uganda’s AI strategy. Standardizing data collection methods is seen as crucial for enhancing AI usability while safeguarding privacy and security. The government acknowledges the importance of localizing AI strategies to align with Uganda’s specific requirements, rather than adopting foreign models wholesale.
Progress in AI readiness includes efforts to strengthen digital infrastructure and cultivate local AI talent. Initiatives are underway to improve internet accessibility in rural areas and address the skills gap in AI expertise, with collaborations between the government, universities, and training institutions aimed at enhancing AI education and equipping Ugandans with necessary competencies.
Dr. Zawedde’s participation in international forums, such as the Mobile World Congress in Barcelona, underscores Uganda’s commitment to engaging with the global AI community while developing strategies attuned to local realities. The forthcoming AI governance guidelines are expected to position Uganda as a regional leader in responsible AI adoption, shaping the nation’s digital future and economic development.
