Rwandan Bishop Detained Over Embezzlement Allegations

The Rwanda Investigation Bureau (RIB) has detained Bishop Samuel Mugiraneza, the former head of the Anglican Diocese of Shyira in Ruhengeri, Musanze District, over allegations of embezzlement and abuse of office.

The RIB confirmed on Tuesday that Mugiraneza, who resigned last year, is under investigation for alleged financial mismanagement and personal enrichment during his tenure. “Bishop Mugiraneza is under investigation for alleged crimes of embezzlement and misuse of funds for personal gain during his tenure,” the bureau said in a statement on X, formerly known as Twitter.

Although the RIB has not disclosed specifics, reports suggest that the bishop misused diocesan farmland for personal agricultural ventures, allowed his wife to monopolize the supply of eggs to diocesan schools, and involved his private company in church construction projects. He is currently being held at the Remera RIB station in Kigali.

Bishop Mugiraneza’s challenges began in early 2024, following a major administrative shake-up within the Shyira Diocese. Several priests who were reassigned protested their transfers, accusing the bishop of mismanagement and embezzlement. Matters escalated when the priests were dismissed in August 2024, sparking further allegations against the bishop.

In response to these complaints, the Rwanda Governance Board (RGB) intervened, recommending a thorough investigation. Archbishop Laurent Mbanda subsequently suspended Mugiraneza and appointed Rev. Augustin Ahimana as his replacement.

Mugiraneza has denied all allegations, claiming they stem from internal conflicts within the diocese. “These priests sought to tarnish my reputation after facing disciplinary action,” he stated in a recent interview.

The allegations against the bishop include:

  • Using diocesan farmland in Nyamutera, Nyabihu, and Kimonyi for personal ventures.
  • Facilitating his wife’s exclusive supply of eggs to schools under the diocese’s administration.
  • Awarding construction contracts for church projects in Musanze City to his own company.

Despite these accusations, the bishop has maintained his innocence, insisting the claims are the result of a smear campaign by disgruntled clergy.

The RIB has pledged a comprehensive review of the case. Authorities are expected to provide further updates as the investigation progresses.
