KCCA’s New Visionary Leader Unveils 10-Point Plan to Transform Kampala

In a landmark announcement that could redefine Uganda’s capital city, Hajat Sharifah Buzeki, the newly appointed Executive Director of Kampala Capital City Authority (KCCA), has rolled out an ambitious 10-point transformation agenda. This strategic plan promises to tackle Kampala’s most pressing urban challenges while paving the way for a more sustainable and livable city.

A Fresh Start for Kampala

Hajat Buzeki, a seasoned professional with over 13 years of experience in institutional development, takes the reins at a critical juncture. Her appointment by President Yoweri Museveni, facilitated by the Public Service Commission, comes in the wake of recent challenges, including the tragic Kiteezi landfill collapse, which exposed glaring inefficiencies in waste management.

“Kampala deserves a modern, efficient, and people-centered urban management approach,” Buzeki said during the unveiling of her plan.

The 10-Point Plan

Her roadmap focuses on these transformative pillars:

  1. Efficient Waste Management: Implementation of sustainable systems to tackle the city’s garbage crisis.
  2. Improved Infrastructure: Upgrading roads and public spaces to ease congestion and enhance accessibility.
  3. Strengthened Public Safety: A commitment to better security measures for residents and visitors.
  4. Environmental Conservation: Expanding green spaces and reducing pollution for a healthier urban environment.
  5. Economic Empowerment: Supporting local businesses and attracting investments to boost the city’s economy.
  6. Citizen Engagement: Encouraging public participation in planning and governance.
  7. Education Overhaul: Enhancing educational facilities and resources to foster learning.
  8. Healthcare Access: Prioritizing quality healthcare services for all city residents.
  9. Transport Modernization: Development of efficient public transport systems to reduce traffic woes.
  10. Digital Innovation: Leveraging technology to create a smart city ecosystem.

A Vision for Inclusive Growth

Buzeki’s agenda has been met with optimism from both residents and urban development experts. Her emphasis on collaboration, innovation, and transparency is seen as a refreshing shift in city leadership.

“This plan is exactly what Kampala needs. It’s practical, forward-thinking, and focuses on areas that have been neglected for years,” said Sarah Kizito, a local business owner in the city center.

Challenges and Opportunities

Despite the promising vision, the implementation of this plan will require substantial resources and political goodwill. Infrastructure development, for instance, will demand multi-billion shilling investments, while reforms in waste management will necessitate systemic changes across Kampala’s five divisions.

As the city gears up for the 2026 general elections, Buzeki’s performance is expected to be a key talking point. With her focus on accountability and citizen-centered governance, Kampala may finally see the transformation it has long awaited.

A Call to Action

Hajat Buzeki concluded her address with a rallying cry for collective responsibility: “Kampala’s transformation is not just a KCCA effort; it’s a partnership with every resident. Together, we can build a city we are proud to call home.”

As the first steps of her plan unfold, the spotlight is firmly on Buzeki’s leadership and her ability to deliver tangible results for Uganda’s vibrant but strained capital.
