What benefits did Hon Francis Zaake lose after being impeached?

Mityana Municipality MP Francis Zaake was on Thursday last week stripped of the benefits he enjoyed as the Parliamentary Commissioner for allegedly insulting the Deputy speaker of Parliament Hon Anita Among.

This was after 155 MPs voted by secret ballot for and 4 against the motion to remove him from the Commission as a backbencher.

Among presided at the plenary session that voted Zaake out of the Commissioner’s office.

On February 15, she directed the House’s rules committee to investigate the allegations of misconduct made by Bardege-Layibi division MP Mapinduzi (independent) against Zaake.

In it’s majority report that was adopted with amendments, the committee recommended that Zaake apologizes to the house and then the Commission addresses his concerns over personal security.

His security was then withdrawn after being accused of misconduct.

After the vote, Among said that Zaake will be required to apologize to the House within two weeks.

“We ask the Opposition to give us another name,” the Bukedea woman MP said.

Benefits of the Parliamentary Commissioner’s office

The Commission is the top decision making organ of Parliament and comprises the Speaker, Deputy speaker, Prime Minister, Minister of Finance, leader of Opposition and the four backbench Commissioners.

The term of office of the four backbenchers in the Commission is two and a half years.

The extra perks offered by the Commission include an honorarium of Shs 4.2m a month, a car and driver, a fuel card worth Shs 4m a month, a personal assistant and two domestic servants.

The security detail is not an entitlement but it is provided to those who request for it, a highly placed source in Parliament told New Vision on Friday.

“However, when your party drops you in a reshuffle, you stop receiving these extra perks,” the source added.

Zaake will now continue serving only the government as an MP and therefore earning from the Consolidated Fund.
