A Boda Boda rider in Nyansozi village Kabarole district has been shot dead by a Uganda People’s Defense Forces (UPDF) soldier, Private Denis Ogulo at the Bunyangabu-Kabarole border. The said officer claims his action was in self-defence after the Boda Boda rider allegedly knocked him while enforcing the inter-district travel ban.
Police have however confirmed the arrest of Private Ogulo as investigations continue.
At around 8am on Monday morning, residents of Kibeede trading center in Mugusu town council also the Bunyangabu- Kabarole where left in shock after a UPDF soldier Private Denis Ogulo shot a boda cyclist identified as John Atugonza in the head while enforcing the inter district travel ban.
Private Ogulo, who was immediately arrested by Police, said he shot Atugonza in self-defense after allegedly knocking him. Eyewitnesses however give an account of what exactly happened.
One of them said; “he had a passenger but was stopped and shot yet he was in his district.”
The Kabarole Resident District Commissioner (RDC) Julian Sarah Ayesiga says Private Ogulo acted in self-defence. However, the locals claim that even the checkpoint was not mounted at the border point of the two districts.
Locals claim the Army is “harassing locals instead of focusing on outsiders.”
Bunyangabu district chairperson James Mugarama however accuses the police for the cyclist’s death.
Ever Since the inter-district travel ban was issued, Police in Kabarole district has tightened against any illegal movement.
